The National Environmental Policy Act (NEPA) sets a crucial precedent for federal agencies to evaluate the environmental impacts of their proposed actions. Section 106 of the NHPA requires federal agencies to consider the effects of their undertakings on historic properties and to afford the Advisory Council on Historic Preservation a reasonable opportunity to comment. NES guides clients through the Section 106 review process, ensuring that all aspects of cultural heritage are considered and protected. Our expertise includes identifying historic properties, assessing project impacts, consulting with State Historic Preservation Offices (SHPOs), Tribal Historic Preservation Offices (THPOs), and other parties, and developing mitigation strategies to resolve adverse effects. We take a unique approach based on oral histories and traditional knowledge that moves beyond consideration of isolated sites to a more holistic consideration of cultural landscapes. The NES method has a successful record of identifying important sacred areas and landscapes that were never previously identified by traditional archaeological methods. Our goal is to facilitate a process that respects and preserves cultural heritage while allowing for mindful and culturally respectful development.

NES moves beyond traditional ethnographic studies to more holistic cultural studies led by Tribal citizens and values to gather deep insights into the cultural landscape of project areas. Our cultural studies provide invaluable information on local and Tribal ways of life, beliefs, and connections to the land, informing project planning and implementation in culturally sensitive and respectful ways. This research enriches the project development process, ensuring community values and heritage are acknowledged and preserved. We have developed methods that place Tribal sovereignty and confidentiality of sensitive information at the forefront.
